Houston Branch Meeting 

The ASCE Houston Branch is proud to host Lisa Gregg and Elvia Cardinal, P.E. on Regionalization of TxDOT

as a Guest Speakers at the January Meeting

 

This month we are pleased to welcome Ms. Lisa Gregg and Ms. Elvia Cardinal, P.E., with the Texas Department of Transportation (TxDOT) – East Region, to discuss “Regionalization of TxDOT”.  They will discuss the roles and responsibilities of the regions as well as the impacts to the public.  A question and answer session will follow their presentation.  Please do not miss this interesting and informative discussion!

 

In the area of operational support, the region's responsibilities include resource coordination and budgeting, information systems support, facility management, purchasing, accounting, training coordination, fleet management and sign manufacturing.

 

In the area of project delivery support, the region's responsibilities include environmental support, project scheduling, coordination with metropolitan planning organizations, transportation improvement program (TIP) and rural TIP, consultant management, design resource coordination, corridor planning and schematics, right of way acquisition and maintenance utility permits.

 

The presentation will also provide an update on the Grant Thorton review of TxDOT.

 
Lisa Gregg, a native of Houston, is director of the East Regional Support Center. She is responsible for providing operational and project delivery support for the East region of the state.

 

Most recently, she worked in the information management group at KBR in support of a joint venture project with DOW and Saudi Aramco to build the world's largest petro chemical plant, to be built in Saudi Arabia. She previously worked for 17 years in the transportation industry in various leadership roles, including as a sales automation manager with American Airlines and as a service delivery executive with Electronic Data Services (EDS).

 

In 1983, Gregg graduated from Prairie View A&M University in Prairie View, where she received a Bachelor of Science in electrical engineering. She earned a Master of Science in engineering management with an emphasis in enterprise management from Southern Methodist University (SMU) in Dallas. She also has certifications in IT infrastructure library (ITIL), enterprise management from SMU and financial management from the University of California - Los Angeles.

 

Elvia Cardinal, P.E., is the Assistant Director – Project Delivery for the East Regional Support Center.  In 1982, Elvia earned a Bachelor of Science degree in Civil Engineering from Texas A&I University in Kingsville, Texas.  Before her position in the region, Elvia served as the Director for Consultant Contracts for the Houston District and has over 24 years of experience with TxDOT.
