June President's Message

Our May lunch meeting turnout was great. Special thanks to Peter Key, Deputy Director of HCTRA, who shared a little history on when and how the Toll Road Authority got its start and where they are at today with SB792. He stressed HCTRA’s vision and commitment to remain focused on improving the local region’s mobility. He explained that the toll road revenues fund the majority of Harris County’s infrastructure improvements on their five-year plan.

The ASCE Houston Branch conducted a survey two years ago and implemented lunch meetings in May and June. Therefore, the June 17th meeting will be during lunch at HESS. We have Shay Shafie with Southern Land Company discussing a presentation on the redevelopment of the Imperial Sugar Tract in Sugar Land, Texas. We will also be presenting the Excellence in Journalism Award to the City of Sugar Land (Sashi Kumar, Chris Stuebing, and Randy Widmeyer) for their work educating residents concerning drainage planning and projects.

The ASCE Houston Branch has partnered with the Houston Contractor’s Association the past three years for a joint meeting in August. We are sure to have a great meeting on August 28th. Watch your email for more details over the summer.

I hope to see each one of you for lunch at our June meeting before we break for the summer.

Shay Shafie, P.E. Vice President, Community Development for Southern Land Company Mr. Shafie has been with Southern Land Company since October of 2007 and is currently in charge of the residential development and all infrastructure-related activities in support of the Imperial Redevelopment Project located on the former Imperial Sugar Refinery site and the State of Texas General Land Office Tract 3. Prior to joining Southern Land Company, Shafie served as vice president of land development for Park Lake Communities, L.P. (a division of Roycebuilders.com) of Houston, Texas. In this position, Shafie was responsible for overseeing all of the company’s development projects in the Houston and Phoenix, Arizona markets. Specific projects in the greater Houston market include: Cypress Lake Crossing in Harris County, and Spring Water Village in Baytown, Texas. Senior Assistant Director, City of Houston

The City of Houston is at an interesting time in relation to water quality in our area creeks and bayous. Currently TCEQ has published draft bacteria TMDLs covering most of the City for comment, renewal of the City's joint MS4 permit (with the County, HCFCD, and TxDOT) is imminent, and the state triennial water quality standards review is in process. The City's responsibility to protect and, where possible, restore or improve the environment must be balanced with a funding source that competes with many other City service expectations (such as Fire, Police, Solid Waste, etc.). When TMDLs are adopted for our local waterways, local implementation efforts to meet current water quality standards will be a focus for both the public and private sector. Carol will share information on all of these programs as well as environmental programs, such as the newly created Municipal Setting Designations program, at the City of Houston.

Carol A. Ellinger, P.E., CFM, MPA is a Senior Assistant Director with the City of Houston. She heads the Planning Branch which is responsible for the annual preparation of the Capital Improvement Plan for the Department of Public Works and Engineering as well as the compliance and reporting for the City's Municipal Separate Storm Sewer (MS4) joint permit with Harris County, the Harris County Flood District and TxDOT - Houston District. She also coordinates the Municipal Settings Designations.

Carol has been with the City for 3 years. Prior to joining the City, Carol spent 6 1/2 years as a project manager for the Harris County Flood Control District including a 1 year assignment as a Congressional Fellow in Washington, DC. She has a B.S. in Civil Engineering from Rice University and a M.A. in Public Administration from the University of Houston.

Fellow Younger Members, The YMF Graduation Party was a huge success! The event took place on Saturday, May 10th at Hermann Park Conservancy and festivities began at 11 am. We had about 20 people show up to the park, half of which were students! We BBQ’d a ridiculous amount of food, played some football, and hung out with each other. We would like to thank everyone who helped either with the fundraising or with participation. We can’t wait until next year! PAST EVENTS: Local Student Chapters’ Graduation Party: YMF hosted a graduation party on Saturday, May 10th at Hermann Park. Festivities began at 11am. We had about 20 people show up, about half were students. We all ate hamburgers and hotdogs, hung out, and played some football. We couldn’t have asked for a better day to socialize with our local student chapters! Annual Golf Tournament: This year’s tournament was held on Friday, May 16th, at Southwyck Golf Course. On April 26th, 2008 The University of Houston ASCE Student Chapter won 1st place in the ASCE Texas/Mexico Region 6 Concrete Canoe Competition in Corpus Christi, Texas. The team will now be representing the Region in the 21st Annual National Concrete Canoe Competition held in Montreal Quebec, Canada.

Technical Seminar: The ASCE 2008 Leadership Seminar was held on Friday, April 18th at the office of Jacobs Carter and Burgess. This seminar focused on leadership and career development. All 15 attendees received 6 PDH’s for attending. A BBQ lunch was served as well. April Monthly Social: Our Monthly Social for April was held at Sherlock’s Baker Street Pub from 5 to 7 p.m. Everyone had a great time and we got to see some new faces!
