Come join us for a tour of the Cemex Reinforced Concrete Pipe and Box Manufacturing Plant. We will get to see the plant on a typical operation day with in ins and outs of a precast concrete facility. In addition at the end we will get to see a pipe break to illustrate some of the testing and quality control that is done. Please see the particulars below. Thanks!

Bring hard hats if you have them.
Hard hats will be provided for those who don't have them.
Wear sturdy shoes.
Work boots are preferred.
Open toed, heels and tennis shoes are not allowed.
Safety vests and eye protection will be provided.

The tour will break into groups of approximately 10 people all starting at the same time.
The tour will require about 2 hours to complete.
Lunch will be provided afterward.

Limit to 40 people in attendance

PEs completing the tour will be offered 2.0 PDHs.

The deadline to sign up is noon on Tuesday, May 22.

Howdy!

This month I would like to complete discussion of ASCE’s three strategic initiatives – Raise the Bar, Sustainability, and Infrastructure – by discussing ASCE’s Raise the Bar initiative. I believe it is very important that we are all aware of and have the opportunity to contribute to the direction of these efforts.

ASCE believes that the current baccalaureate degree in civil engineering does not give the basic civil engineer an adequate knowledge base and skill set required by the practice today and moving into the future. This is the result of several factors: increased technological complexity of the profession both in design principals and in software, the need for more “soft skills” training to carry out our professional duties, and the previous introduction of breadth classes (social and political sciences, languages, kinesiology, etc.) combined with total semester hour limitations by state governments due to reductions in higher education funding resulting in reduced coursework spent on civil engineering specialization. ASCE has formalized their identification of and proposed solution to this problem in Policy Statement 465– “Academic Prerequisites for Licensure and Professional Practice” as well as the Civil Engineering Body of Knowledge for the 21st Century.

ASCE has updated Policy Statement 465 and the Body of Knowledge (BOK) several times since its introduction in the late 1990s to be consistent with their The Vision for Civil Engineering in 2025. Major revisions include a change in education emphasis from a master’s degree requirement for licensure to a focus on the BOK and elimination of the argument that compensation will directly rise with higher education. I believe these changes are a good move for several reasons. First, there are many areas of civil engineering that require professional licensure that I do not believe directly benefit from master’s degree specialization, such as construction, transportation, and land development. These areas traditionally focus on more on fundamental engineering education and experience and by changing this requirement ASCE has identified a solution that is more in line with the breadth of civil engineering specialties in the industry. Second, there are 55 engineering licensure jurisdictions that will have to implement this policy and they will not all agree on a single uniform approach (as they do not all agree on today’s recommended licensure requirements). Introducing a single rigid policy is not as likely to gain traction as quickly as a flexible approach. Third, master’s degrees are not a nominal expense and the price per semester hour is much more expensive than undergraduate coursework. Requiring advanced graduate coursework is mutually exclusive to the identified problem of a lack of civil engineers in the future and introduces an additional barrier to licensure. Finally, we work in an industry that is market driven. Advanced education does not necessarily translate to better salaries and is not relevant to the basic education inadequacy issue.

Ethical Leadership is not unique among engineers but seems to be in short supply among our leadership pool today. America spends 50 Billion a year on Leadership training. For that amount of money it is fair for companies to wonder what they are getting of their money. It does seem that most leadership training is focused upon the task that leaders perform and little time is spent the people they touch. This presentation lays out a plan to address the "High Touch/Ethical" side of leadership.

Cumaraswamy Vipulanandan(Vipu) is a professor of civil and environmental engineering at the University of Houston, Texas. He is the Director of the Center for Innovative Grouting Materials and Technology (CIGMAT) and the Texas Hurricane Center for Innovative Technology (THC-IT) at the University of Houston. He was the Department chairman from 2001 to 2009. He received his MS and PhD in Civil Engineering from Northwestern University, Evanston, Illinois. He received his bachelors’ degree in Civil Engineering from University of Moratuwa, Sri Lanka. His current research interests are in pipelines, foundations, grouting, smart materials and environmental engineering. He has been the Principal Investigator or Co-Principal Investigator for 70 funded projects since 1984 amounting to over $8 million. He has graduated 23 Ph.D.s and 60 M.S. students.

His work has resulted in more than 190 refereed papers and over 120 presentations at national and international conferences. He was selected as the Most Valuable Profession (MVP) in 2011 by the underground infrastructure industry. His research work and teaching has greatly impacted the underground industry and was selected to receive this award by the Underground Construction Technology Association (UCTA) and Underground Construction Magazine.He was the keynote speaker at the International Workshop on Deep Foundations-2007 in Japan. He was the editor of eight ASCE and ACI special publications on advances in deep foundations, grouting, soft soils, vegetation and expansive clays, recycled materials, pipelines, and fracture of concrete materials. In 2005, he received the Fluor Daniel Faculty Excellence Award, highest award given by the Cullen College of Engineering, University of Houston, Houston, Texas.He has also received several other awards at the state and national levels. He was elected to the Executive Committee of the U.S. Civil Engineering Department Head Council for four years. He is a registered professional engineer in the state of Texas.

ADVANCES IN DESIGNING AND MONITORING

FIELD COMPACTION: M-D Relations

Since the early 1930’s, use of compacted soils(three phase materials) for embankments, pavement subgrades, earthen dam construction, and retaining wall backfillshas seen tremendous growth. High quality civil infrastructure requires better long-term performance and lower maintenance costs. Compaction characteristics of soils depends on several factors such as moisture content, given energy, air content and soil physical properties which affects the degree of saturation at the optimum compaction. In the case of fine-grained soils that interact with water, the density and other properties achieved by compaction depends not only on the water content and compaction effort but also on the type of soil. Hence there is a need for effectively combining the advances in field compaction and monitoring technologies to meet the loading requirements on compacted soils. Technological advances in the areas of compaction, monitoring, and pre-compaction control information can be effectively combined to meet the specifications in the field productively with full engineering and construction control. Recently, Texas Department of Transportation (TxDOT) adopted a compaction specification for embankments where computer generated field compaction curves can be used.

The presentation will focus on issues related to the advancements in the compaction of soils using modern Intelligent Compactors (IC). Also the limitation of IC, some of the current practices and advances in knowing compacted soil performance and field moisture-density (M-D) relationships will be discussed. There is a need for better characterizing the properties of field compacted soils during construction because it is important to ensure the quality of construction. Several studies have focused on developing devices to measure the modulus of compacted soils. A new surface penetrometer (SP-CIGMAT) was developed and used to evaluate compacted soil undrained shear strength (s_u) during the construction. This device can be easily attached to any construction vehicle to perform tests on compacted soils during construction. Based on the limited field data, non-linear relationship between the SP-CIGMAT deflection and compacted soil strength has been developed.

Aeros Hockey Game: ASCE hosted a night with the Houston Aeros on Sunday, April 15^th. We experienced a great night of hockey and got to see the Aeros clinch playoffs. We had a good turnout and more importantly collected many donations towards our scholarship fund. Thanks to those who provided us with such generous donations. Many thanks also to the Houston Aeros for providing us with the free tickets.

Earth Week Volunteer Event: A couple ASCE members volunteered at the Conn’s Green 6.2 by handing out water and Gatorade to the herd of runners while also helping with the cleanup. Their free “Green Team” tech tees were definitely earned. Thanks to Natalie Chaney for organizing the event.

ASCE Texas Section Spring Meeting: Brett Pope represented the Houston Branch by moderating the Younger Member Forum at the Texas Section Branch meeting. Brett delivered an interactive presentation, prepared by the ASCE National Committee on Leadership and Management, on “Knowing Yourself” and “Managing Yourself.” Contact Brett Pope (bapope@terracon.com) for any interest in having a similar presentation at our Houston Branch.

Rinker Materials Plant Tour: On May 24th, come join us for a tour of the Cemex Reinforced Concrete Pipe and Box Manufacturing Plant. We will get to see the plant on a typical operation day with in ins and outs of a precast concrete facility. President's Message Howdy! From February 10-12, 2012, I was fortunate to serve as ASCE Houston's delegate to the ASCE Regions 3, 6, & 7 Workshop for Section & Branch Leaders in Kansas City, MO. While the Show-Me State style of barbeque has nothing on Texas, the conference itself was extremely productive and informative. One major topic for the meeting was advancement and implementation of ASCE's three strategic initiatives - Raise the Bar, Sustainability, and Infrastructure. Former Speaker of the House Tip O'Neill once said, All politics is local, and if ASCE is to gain support of these initiatives at the grass roots level (or change direction on these policies) it is important that all of us are aware of and have the opportunity to contribute to the direction of these efforts.
